
The new Member of Parliament for Kamloops-Thompson-Cariboo is already working on his first private member’s bill.
Frank Caputo tells NL News his proposed bill hopes to make a small change to the Criminal Code of Canada related to child pornography.
“We should be calling it what it is which is child sex abuse material and I am advocating for that change, for that language to be adopted in the Criminal Code by society as a whole and hopefully by the courts,” he said. “So, my private member’s bill would simply change that terminology.”
A former Crown Prosecutor, Caputo says the term ‘child pornography’ has always bothered him.
“Especially when we are talking about images or writings that advocate the sexual abuse of children,” he said. “It would amend the criminal code to eliminate the word ‘child pornography’ because with pornography there’s a connotation there that this is consenting adults. Children do not choose and cannot choose to be part of abuse.”
Caputo though adds he is not sure when his bill will be tabled in the House of Commons.
“There is an internal process that has to occur in caucus as well,” he said. “It is on a lottery system as well so there may be other bills from other members that take priority but either way, it was something I felt that was important and I anticipate you’ll see other private member’s bills on this sort of thing from me.”
The House of Common is set to return in three weeks, on Nov. 22.
