The City of Kamloops is proposing to build a new road to connect Valleyview Drive and Dallas Drive in conjunction with the proposed redevelopment of the Pineridge Golf Course.
It is among a series of “significant changes” being proposed between Grand Boulevard and Dallas Drive as part of the Pineridge redevelopment, which is expected to feature around 450 residential units, including a mix of single family homes, townhomes, and apartment buildings.
The City says work to amend the Official Community Plan (OCP) to allow the Pineridge Development at 4725 Trans-Canada Highway East to go ahead is underway.
As part of that development, the City is also proposing to build a new multi-use pathway along the new road between Dallas Drive and Valleyview Drive. At present, all traffic on Valleyview Drive heading towards Dallas have to use Grand Boulevard and the Trans-Canada Highway before exiting onto Dallas Drive near the Petro-Canada.
The City is also proposing to modify a pair of existing highway exits at Holman Road and Dallas Drive. The Dallas Drive exit – which is used to access Dallas and Barnhartvale – will be moved about 300 metres to the west, to allow access to the Pineridge site as well.
The Holman Road exit will also be closed, with access to the existing Kamview Heights Mobile Home and RV Park available through the new Dallas Drive Road exit or along the new section of Valleyview Drive.
The plan also includes a proposal to reroute transit service from the Trans-Canada Highway to the future Dallas-Valleyview Drive extension, with a number of new stops expected to be built.
Two new parks are also being proposed, one on the Pineridge site and one at the east end of Orchards Walk. The silt bluffs south of the Pineridge Golf Course will also be dedicated as public open space.
The City is holding an information session at the Dallas Barnhartvale Baptist Church between 6 p.m. and 8 p.m. on Thursday, April 4, where people will be able to get more information about the proposed changes.
“City staff will be on hand to answer questions about the proposed parks and transportation network changes,” Community Planning Manager Stephen Bentley said. “Staff representing the applicant and the developer will be present to address questions about the development plans associated with the Pineridge rezoning application.”
There is also a public hearing planned for May, where City Council will be asked to make a decision on the amendments to the Official Community Plan as well as rezoning applications that would allow the development to proceed.
“If authorized, the proposed changes would occur over the next few years in conjunction with the start of authorized development activity,” Bentley added.
